About JNTU:
Under a broad policy framework of providing new technological education required for the industrial growth of the country in general and more particularly for the State of Andhra Pradesh, “Jawaharlal Nehru Technological University” was established on 2nd October, 1972, by an act of State Legislature. Rightly named after the ardent lover of Science and Technology, Pandit Jawaharlal Nehru, the first Prime Minister of India, the University was established with the noble objectives of strengthening and improving the standards of Technological Education and making it relevant to the rural and industrial development of the country. Technological advancements and infrastructure facilitate to determine the progress and prosperity of a nation. This is very true in case of India, endowed with huge population growing at a rapid pace and vast natural resources largely remaining unexploited. Realizing that promotion of technical education was the imperative need of the hour, “JAWAHARLAL NEHRU TECHNOLOGICAL UNIVERSITY”, the first technological university of India - was established in Andhra Pradesh with head quarters at Hyderabad. The singular objective by the way of emphasis on training & research in engineering and applied sciences. On its formation, the Government Engineering Colleges at Anantapur, Kakinada and Hyderabad, along with the Government College of Fine Arts and Architecture at Hyderabad, became its Constituent Colleges. The back bone of the oldest Engineering Colleges of South India.

The first two colleges were established in the year 1946 and last one in the year 1965. These colleges have become constituent units of JNT University since 1972. JNTU was founded under a policy framework of providing a technological growth of the country in general and for the state of Andhra Pradesh in particular.

In order to provide thrust for research and development in emerging areas, a nucleus has been created at the University Headquarters in form of Institute for Post Graduate Studies and Research (IST). In January 1989, the University established Institute of Post Graduate Studies and Research (IST) with 10 “Schools of Excellence” each one dedicated to a particular discipline of technical education.

These schools offer programmes leading to Post Graduate Degrees. In addition, the emphasis is on Research and Development activities in collaboration with R&D organizations like TATA IBM.

About MDU ROhtak:
“To establish and incorporate a teaching-cum-affiliating University at Rohtak for the encouragement of interdisciplinary higher education and research with special emphasis on studies of Life Sciences and Environmental and Ecological Sciences”. During the last over 26 years of its existence the University has achieved a remarkable degree of success in its expansion programmes, infrastructural developments and in academic excellence.

Moving from the limited original objective of studies in Life Sciences, the University today functions under 13 faculties with 27 post-graduate departments on the campus running 77 academic programmes.There are 66 Boards of Studies for developing and designing courses in different disciplines. Sixth Central Pay Commission is the first central Pay Commission to be constituted in this century of rapid technological advances and after coming into force of the Right To Information (RTI) and Fiscal Responsibility and Budget Management (FRBM) Acts. The Government machinery, therefore, has to gear up for better performance under stricter fiscal discipline and delivery mechanisms. These imperatives are reflected in the Terms of Reference of the Sixth central Pay Commission which made it incumbent on the Commission to recommend systemic changes for, (i) transforming the central Government organizations into modern, professional and citizen friendly entities that are dedicated to the service of the people; and (ii) harmonizing functioning of the central Government Organizations with the demands of the emerging global economic
scenario.

The Sixth Central Pay Commission, therefore, had not only to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improving the delivery mechanisms for providing better services to the common man.
The Commission, in this Report, has tried to achieve these objectives through reduction of layers within the governmental structure so that decision making and delivery is expedited. In the process, a number of superfluous levels, created merely to afford channels of promotion to Government employees, have been removed. A system that primarily lays emphasis on delivery and end results and which continuously rewards performance has been put in place by incorporating features like Performance Related Incentive (PRI) and variable increments in the basic scheme of pay scales. Flexibility is also inherent in the proposed scheme of running pay bands. By incorporating systemic changes in the existing procedure of appointments, efforts have been made for ensuring a young and dynamic bureaucracy, with a result oriented approach, where the best persons available are selected for holding specific posts. While proposing these changes, the Commission has also kept in view the capacity of the Government to pay and the principle that every rupee spent on allowances, facilities and salaries of Government employees has to translate into a specific measure for public good. It is our belief that the Report will lead to a realization that it is only the ultimate outcome and delivery to the last beneficiary which will justify the huge Government edifice. The Report will, therefore, not only increase the pay and allowances of Government employees but will also prove beneficial for all the people in the country.
